The United Kingdom and France Plan to Send Troops to the Country should a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The London and Paris have formalized a declaration of intent concerning the stationing of military forces in Ukraine if a peace agreement be made with Moscow, the British leader, Keir Starmer, has declared.

After talks with Kyiv's partners in Paris, he indicated that the allies would "set up defense centers throughout Ukraine and construct fortified facilities for military hardware and military equipment" to discourage any subsequent attack.

The allied nations also put forward that the US would play the primary role in overseeing a ceasefire.

Russia has consistently warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not responded on this latest development.

The Situation and Continuing Hostilities

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces at this time holds approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to be alongside Ukraine for the duration," commented the UK Prime Minister.

Top officials and top officials from the "Partner Group" were involved in the recent discussions.

Addressing reporters at a shared media briefing, Starmer added: "It establishes the framework for the legal framework under which British, French, and partner forces could work on Ukrainian soil, securing Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the years ahead."

The British leader added that London would take part in any American-headed monitoring of a potential truce.

Protection Pledges and Diplomatic Positions

Top US negotiator Steve Witkoff said that "lasting security guarantees and strong reconstruction vows are essential to a permanent resolution" in Ukraine – mentioning a major condition made by the Ukrainian government.

He said the partner nations had "largely finished" their work on establishing such guarantees "so that the Ukrainian people know that when this war ends, it ends for good."

Jared Kushner, ex-President Donald Trump's representative, also took part in the discussions.

Separately, France's leader Emmanuel Macron stated that Ukraine's allies had made "significant progress" at the talks.

He added that "robust" safety pledges for Ukraine had been reached in the case of a possible truce.

Ukrainian President Volodymyr Zelensky commented that a "major advance" had been made in the talks, but qualified that he would only consider efforts to be "adequate" if they culminated in the conclusion of the war.

Last week, he said a settlement was "90% ready". Agreeing on the last 10% would "determine the outcome of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the center of key disagreements for the parties involved.
  • Putin has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any concession over how to conclude the war.
  • Kyiv has to date ruled out giving up any land, but has suggested that Ukraine could move its troops to an mutually accepted point – but only if Russia follows suit.

Moscow presently holds approximately 75% of the Donetsk region and around 99% of the bordering Luhansk region. The two regions form the heartland of the Donbas.

The initial US-led multi-point framework that was widely leaked to the media last year was perceived by Kyiv and its European allies as being strongly biased in Moscow's direction.

This sparked weeks of focused negotiations – with all sides trying to revise the document.

Last month, The Ukrainian government sent the US an updated proposal – as well as separate documents detailing potential defense assurances and provisions for Ukraine's recovery, he added.
